White Screen of Death using IE 11 on new PC but Silverlight works fine on old PC

I have two new Optiplex 7040's - 64 bit.  One is running Windows 10 & the other Windows 7.  When trying to run any program requiring Silverlight in Internet Explorer (version 11) I get a white screen of death.  I have uninstalled/re-installed SL (and have done it in accordance with this website: https://support.microsoft.com/en-sg/kb/2608523).  Silverlight is enabled within Internet Explorer and is the most current version.  

Additionally I have a third Optiplex (Win 7 - 64 bit) that is an older & a different model (also running Internet Explorer 11) and I can run the same Silverlight websites just fine on it.  If I compare security settings via "internet option" - security tab, they are the same on all three PCs.  However if I use the developer tools (F12), under emulation I see that on the older PC the document mode is set to EDGE.  On my newer 7040's EDGE is not an option within the document mode, rather only have options of Internet Explorer like 11, 10, 9, etc. 

Also, using one of the websites as an example, when you first go to it, it has a count up while the login page loads.  Once the login page loads the timer goes away and the logon screen appears.  If, on the 7040's, I clear the browsing history and then re-run it, the count up timer shows followed by a white screen of death.  If I then close the browser, re-open it (w/o clearing the cache), & try to run the website again I get just a wsod.  However, if I clear the cache & reload the timer comes back up followed of course by the wsod.  

Finally, if I check under "Console" in the Developer Tools on the 7040 I do get two warning messages & one error message.  The warning messages & error message are: 

code on this page disabled back & forward caching

invalid HTML 5 doctype

URL blocked: this redirect failed because redirect URI not whitelisted in app's Client OAuth Settings.

Do you have any thoughts on how I might get my newer machines to work with websites requiring Silverlight?  I had suspected that if I could get EDGE to show up as an option on the developer tools under document mode then I might be close to a fix.
