Can't Uninstall Silverlight on Windows 7

On Windows 7 I go to Windows > Programs and Features> Microsoft Silverlight (double-click). 

The Feature you are trying to use is on a network resource that is unavailable.

Something is totally screwed up, because I can't uninstall it and I can't re-install it (I thought if I re-installed it, and corrected whatever issues exists, I could easily uninstall it).  I guess I need to fix some corrupt ddl, or some such thing?  What is the easiest way of getting rid of Silverlight?
