Silverlight out of browser launcher has stopped

When running Optimum App I receive the error Microsoft Out of Browser Launcher has stopped.

I'm running Windows 7 Ultimate x64

Dell Latitude 14R

I've uninstalled and reinstalled silverlight and the optimum app several times, with reboots.  Cleared and even deleted the app storage area.
