GPU Acceleration won't enable

Hoping someone can point me in the right direction here. I've been searching for hours and haven't narrowed on any solution.

I can't seem to get a Silverlight video to play with GPU acceleration on my Windows machine. The same code/page triggers GPU acceleration on my MacBook Pro, but not on Windows.

Specs:

Windows 7 - 64 bit (Service Pack 1)
NVidia GT 610 (latest drivers)
Silverlight 5 (latest version)
Chrome (27)
Firefox (21.0)
IE (10) -- have not tried here because my site isn't compatible yet

The CPU is old (Core2 Duo), which is why I bought the GT 610 so I could watch 1080p videos without burdening the CPU (this is a "hand me down" for an HTPC). Decoding works fine from any other application. The GT 610 is a CUDA chip and should support DXVA, as far as I can tell.

In Silverlight, though, the hardware acceleration doesn't kick in and the CPU gets slammed even at 720p.

Any suggestions?  Are there permissions I'm missing? I've tried turning on all the obvious performance enhancements -- to no avail.
