Silverlight Animation

Hi,

We need to modify an existing Project in Visual Studio 2013 Express for a Silverlight app and have to change complex animation.  Without Blend it's impossible going in the xaml and doing it by hand.  What are the available options so we can change the animation in some kind of Blend version for which it's possible with Visual Studio 2013 Express ?
