This may ber related to a recent windows update?

Attempting to launch Silverlight in IE11, Silverlight will not play content. It fails to create the "Silverlight" folder in the above path. OR, if the Silverlight folder is already there, but blank (from the install), it will not write the .lck file or the InBrowser folder or permissions/profile folders within that.
However, if I add the website to the Trusted Locations in IE11 and launch the link, those folders are immediately written, the player loads and the video plays.
OR, if I use firefox to launch the link, the folders are written. Only when the website is governed by the default Internet Zone will Silverlight not create the folder structure necessary to play content.
IF the folder structure is already completely there, either from adding url to trusted sites, or from using firefox, the video will play even after removing URL from trusted sites. If user used IE11 to launch Silverlight prior to the recent months' windows updates, the file structure is in place and videos will continue to work after updates are installed. Only when user has most recent updates, then attempts to use IE11 for the first time to launch Silverlight, does it fail to write folders/fail to work.
Any idea what update did this? I am trying to roll back one by one but some things cant' get uninstalled....
