Silverlight-based web browser application slow to refresh

To start off...I'm not a SilverLight developer.  And the SilverLight application in question is a browser-based service provided by a 3rd party.  I don't have access to the server side code.  This is purely a client-side question.

So...the Silverlight application is a web-based timeclock, used across multiple US timezones.

Each timezone has a custom URL, with an encoded login.  These URLs need to be hidden from the end-users, so they are forced to clock-in and clock-out onsite (and not from home or other devices)

I have deployed a kiosk configuration with Internet explorer (iexplore.exe -k URL) within a hidden script.  However, this option is not applicable to all employees.

Therefore, I created a HTA that loads the correct URL.  Unfortunately, I discovered a strange issue.  When the URL loads, the Silverlight plug-in loads the clock, it reflects the time zone of the server.  However, this server is based in one timezone, yet we have employees from all over.  When an employee starts the webclock, it displays the server timezone time until either the user/employee clicks a button on the application or the time actual time updates (at worst...60 seconds later).  Once either case occurs, the correct timezone time displays.

Adding a refresh to IE doesn't work.  Any idea how I can "refresh" the silverlight application to show the correct time immediately?
